No. It won't. Freezing at commercial temperatures which are considerably lower than a home freezer may eliminate some parasites but certainly not all pathogens.

The liver, being an organ which removes toxins form the body may have high concentrations of things you'd best do without.
Liver is nutritious. Eat and enjoy occasionally. Knowing how the animal was raised, what it was fed and how it was butchered and processed is a good thing too.
