Diluting hCG

Hi,
I take 500iu's EOD of hCG. It comes in a 10,000 iu vial.

What is do is add 4ml's of bac water to it and that lets me shoot 20 units for 500iu's on a 1CC insulin needle.

10,000iu's, with 4mLs of water is 2,500iu's per mL. That is 25iu's per unit so 20 units will give me 500iu's.

Now, the instructions say to add all 10mLs of water to the vial, which would give me:
10,000iu's with 10mLs of water is 1,000iu's per mL. That is 10iu's per unit so 50units will give me 500iu's.

My wife tells me that I should follow the directions and that I'm messing things up by not diluting it according to the instructions. She's saying that I'm not diluting it correctly.

I'm claiming that it doesn't matter how much water I use as long as I get 500iu's. Who's correct? Does it matter how much water I use?
