You need to provide context with a post like this: Current protocol, how long on it, when labs were done relative to last dose? Without this I can say that this free testosterone is fine as a daily trough. As a peak or continuous level it is going to be a bit low for some men. If it's the trough on 2x per week injections then it's again uncertain, with some subset of men probably having difficulties. Shifting to EOD injections with the same cumulative dose should help. As a trough on weekly injections this free testosterone also suggests the dose should be split into more frequent injections.

is this fasting insulin? you have metabolic syndrome/prediabetes if yes.
D is low. start sun expousure asap + 10k D daily
adjust diet, cut all seed oils/processed shit, keep carbs to fruit only but below 100g/day i'd suggest. rest meat only, maybe a few veggies/rice/potatoes here and there.
weight lifting+cardio asap.
look into supplements like berberine, chromium, alpha lipoic acid asap
