Primary or Secondary Low T

I suffer from ED symptoms so my urologist ran a few tests. (34 year old; nonsmoker; nondrinker; slightly high bad cholesterol; low good cholesterol). Here are results:

Testosterone: 246 (250-827)
FSH: 3.7 (1.6-8.0)
LH: 3.1 (1.5-9.3)
Estradiol: 29 (less than 39)
Prolactin: 9.0 (2-18)

He thinks that I have primary hypogodanism and has put me on Clomid (want to maintain fertility). Does this make sense? It was my understanding that FSH an LH levels are what indicate primary low testosterone. Next weeks marks 6th week on Clomid and am waiting on new blood work results to see if I improve.
